ONLY IN CALIFORNIA: San Jose Orders Pastor Feeding More Than 1,000 People a Day to Shut Down His Free Grocery Line — or Face Fines of Up to $20,000 Per Day

A Christian pastor who has spent years feeding struggling families, senior citizens, disabled residents, and the homeless in San Jose is now facing an outrageous ultimatum from city bureaucrats: shut down his charitable food distribution operation or face potentially devastating financial penalties.
Pastor Ralph Olmos, founder and CEO of Lighthouse Food Rescue & Distribution, has been providing free groceries to thousands of struggling Californians through a community food pantry on North 17th Street.
But instead of celebrating a local ministry helping people put food on their tables, San Jose officials have slapped the organization with zoning violations, threatened fines of up to $20,000 per day, and ordered the food pantry to cease operations within 60 days.
The reason? City officials say the food distribution operation violates zoning regulations and obstructs a public sidewalk.
According to San José Spotlight, which reported the controversy on October 5, the city issued a citation on September 25 accusing Lighthouse of operating a food distribution center in an area where that use is no longer permitted.
The citation gave the organization 10 days to remove food distribution activities and canopies from the sidewalk or face daily penalties of up to $20,000. A separate requirement directs the organization to cease operations within 60 days.
Think about that.
A pastor is giving away food to people who cannot afford groceries, and the local government is threatening him with financial ruin over zoning regulations.
According to the report, Lighthouse feeds more than 1,000 people every day, five days a week, providing milk, eggs, meat, fresh produce, and other essentials to families struggling with California’s high cost of living.
The organization also prepares specialized food boxes for people with diabetes, vegetarians, and homeless residents who need ready-to-eat meals.
These are not luxury services. For many recipients, this pantry is the difference between having food on the table and going hungry.
Olmos described the heartbreaking decision now confronting his ministry.
“Do I stand with the people? Do I stop? And do I stop doing the thing that it seems like God has put me here for?”
In comments to San José Spotlight, the pastor also expressed his frustration with the city’s enforcement action.
“I’m up against the wall,” Olmos said.
He explained that his religious convictions make it difficult to abandon the people who depend on his organization.
Here’s where the story becomes even more astonishing.
In March 2022, the City of San Jose itself published an official tribute to the Lighthouse Ministries Food Pantry, celebrating Olmos and his volunteers as community heroes during the COVID-19 pandemic.
In its official city government feature, San Jose praised the ministry for providing free groceries and essential supplies to vulnerable residents.
The same government that once celebrated Pastor Olmos as a community hero is now threatening his ministry with massive penalties.
